Many U.S. schools use AI-based surveillance systems to track students’ digital interactions. Gaggle, for example, operates in about 1,500 districts, monitoring roughly 6 million students. These systems scan emails, chats and documents on school-provided laptops and tablets, alerting staff to content that may suggest harassment, violence or mental health issues. Supporters say this monitoring enables quick responses to potential crises. In Washington’s Highline School District, a flagged communication helped identify a student as a trafficking victim, leading to intervention. Critics, however, question the broader consequences of this approach.

Investigations have identified weaknesses in how student data is protected. A report by The Seattle Times and the Associated Press detailed one such case after reporters accessed sensitive records through a public records request to Vancouver Public Schools in Washington. They obtained nearly 3,500 unredacted student documents—containing personal writings and disciplinary notes—stored without passwords or firewalls. The investigation found that anyone who had the link could access the files, leading Vancouver officials to issue an apology for the error.

This incident points to a larger issue: the potential for student information to be exposed under current systems. The documents included details about mental health and identity, revealing the scope of data at risk.

The consequences of these breaches extend to students’ personal lives. In Vancouver, at least six students had content related to their sexual orientation or struggles with gender dysphoria flagged, raising concerns about the potential exposure of sensitive information. In North Carolina’s Durham Public Schools, a self-harm alert led to a situation where a student's sexual orientation was inadvertently revealed to their family, contributing to the district’s decision to discontinue Gaggle in 2023. Opponents argue that such incidents damage trust between students and educators.

Parents and privacy advocates argue that constant monitoring restricts students' ability to express themselves freely, with some stating that students need space to explore their identities without surveillance. School officials counter that the technology is essential for addressing safety and mental health challenges.

The ability of AI surveillance to improve student outcomes is still under review. While some cases, like the Highline intervention, suggest benefits, no broad evidence confirms these systems significantly reduce bullying, violence, or suicide rates. Owasso’s 168 harassment alerts in the 2023-24 school year, alongside 281 alerts related to suicide, highlight the frequency of flagged incidents but do not provide data on whether the monitoring has reduced or exacerbated these issues. Durham Public Schools discontinued Gaggle after determining that privacy concerns and unintended disclosures outweighed its benefits, a decision that reflects a broader trend of some districts reevaluating AI surveillance in education.

While student safety is a priority, privacy protections for teenagers should be upheld just as they are for adults. Strong security safeguards must be in place to prevent illegal access to sensitive student data. For teenagers navigating identity struggles, more research is needed to weigh the balance between digital surveillance and privacy protection. At the same time, when bullying—whether physical or verbal—crosses legal boundaries, early intervention is necessary to prevent further harm.
